Any other play like the Zadorov hit, that was during play, was near the puck and there was even a shadow of a doubt that it was intentional would be seen as less severe than Nurse's hit and thus not equivalent to what Nurse got in a 1 game suspension.
Nurse should have gotten at least a 2-4 game suspension and that would have given the NHL more leeway if they wanted to hand out lesser suspensions. (Not that I think Zadorov's hit was suspension-worthy in the first place)
