I can't speak for the signage in the Dome (I'm pretty sure it has said chocolate but I stand to be corrected), and it's been a few years since I've actually had one (I normally prefer the "twist"), but I believe Malt refers to the type of dessert, not the flavour i.e. you can order a "vanilla malt" or a "chocolate malt".
I'll add, the description on the carton even says it is "cinnamon-chocolate" flavour, not "cinnamon-malt" flavour.
I will admit that I had no idea there was any cinnamon in it (advertised or otherwise); sounds like this has been the case since at least 2014:
