I can't understand myself why he didn't get at least a single game suspension as it's clear what his intentions were and he's extremely lucky that he didn't poke Mangiapane in the eye. It's about as dirty a play as you can do with a stick poking it in the face of a defenseless player. If he did that to McDavid this would have gone viral with Friedman and the Edmonton media crying bloody murder but since it happened to a lesser player (in the eyes of the league) they took the opportunity to sweep it under the rug.
