^^ Yeah, the lake/reservoir has been as low or lower in the past. Without more context, we can't really jump to conclusions. I am thinking the time of year has to be part of the concern. Being May, you would think the levels would be highest, then drop by September. That's my assumption anyway, could be wrong.
