It really illustrates how the Russians have no idea how a population reacts under a democratic government. The Israelis don't have some regime, where the population has a different view than the government and then turns against them. If the Israelis are unhappy with their government, they vote someone new into power.
Only in places like Russia, where you have an authoritarian regime and provide no alternatives is that kind of strategy workable. The Russians have themselves quite convinced they are some kind of bastion of human rights. From their perspective the religious minorities, LGTBQ, and free thinking westerners are all the out to get the conservative Russian family and are themselves the ones trampling all over human rights.
