But rumours are teams may lose cap space or draft picks for player misconduct issues. That should cut down on teams taking chances on these troubled players.

I'm sure it will come down to a "what is best for my club at the current moment". If your Pro-Bowl QB gets caught with an illegal fire arm and it is his 3rd strike. I'm sure the team in question will scream bloody murder. If it messes with your cap, then that could be a problem. But like you stated. Maybe if a policy is put into place, the players with questionable morals or off the field problems won't be drafted anymore. They won't be worth the risk.
