My opinion on the hype level of players drafted first overall since Ovechkin entered the league is:
Top tier (“generational” talent that was hyped for 3+ years before being drafted): Crosby, Ovechkin, McDavid, Matthews
Second tier (highly touted a couple years before they were drafted as the player that will go #1 and is often considered better than most players in drafts before his draft year): MacKinnon, Kane, Tavares, Stamkos, Bedard
Third tier (consensus top pick early on in their draft year and stayed in that position when drafted first overall): Hall, Ekblad, Dahlin, Lafreniere, Hughes, Power, Wright
Fourth tier (no strong consensus on who should go #1 that year): Yakupov, Johnson, RNH, Hischier

Bedard was getting hype 2 years ago, which would plant him firmly in your top category. Add this current remarkable season (2ppg after the first 10 games.) at 16yo in the most offensively difficult junior league... I would say Bedard is verging on Matthews level hype. I personally think his skill set will endure better and carry his team further than McDavid will ever be capable of.
