Did they time his surgery and recover to coincide with being healthy for the playoffs? 100% but IMO they were never holding healthy players on LTIR to circumvent the cap. They just timed the surgery to take advantage of the loophole.
Vegas is a completely different story. It’s been pretty much admitted that Martinez could have been playing earlier but they didn’t have the room, and potentially Stone has been sitting when he could have been playing.
I think what Vegas is doing is a lot worse than what Tampa did.

Personally I believe Kucherov could have played in the regular season as well (my opinion)
Sounds like Vegas are trying to create space to activate Mark Stone,
I would be really curious to see how that's even possible
