Technically he doesn't say that, he says "we will see special operations, both from our air forces and from our special units, in order to destroy weapons shipments
from NATO countries." So they could wait to strike until they cross into Ukraine. Now, if NATO is delivering inside Ukraine, that could be an escalation, killing NATO delivery troops. I have no idea if they are being transferred outside of Ukraine or not.
