I agree with your premise though. Calgary's stadium (and arena) infrastructure is embarrassing. 4th largest city in a G7 country.
It's not just the stadium, but the travel in these games can be pretty brutal. When you're playing 3 games in 6 days while flying back and forth from Central America, the travel from Toronto is significantly easier. Montreal may be the only other fit in that regard, but then you're losing out on 10k fans worth of revenue.

Edmonton got lucky as BMO Field wasn't available, and Canada had two home matches in the same window, so the CSA went for more capacity and cold conditions. Hamilton got lucky as BMO Field was not playable in January.

If we're talking friendlies, I think you can make an argument to spread it out throughout the country, but then Calgary falls behind probably 8-10 cities due to the stadium situation.
