The irony is that Canada largely became diverse because of racist policies. First, there was colonialism and the initial importing of immigrants from non-white countries for cheap indentured or slave labour. Nowadays, there is also a feeling of responsibility to post-colonial countries to facilitate immigration, but again, it is almost always for cheap labour or to pluck their most talented individuals for the benefit of the host country. Immigration is almost never altruistic.
Eastern European countries, for the most part, were not colonial powers who drained wealth from non-white regions of the world (expect for Russia I guess). This is one of the main reasons these areas are not as racially diverse. You also never had the subsequent civil right movements or white guilt that post-colonial nations have. Eastern Europeans are also used to historically being one of the cheap labour options for wealthier countries and not an area people flock to immigrate to, so again, less diverse. Almost none of the migrants trying to get through Poland or Hungary wanted to stay there, nor were they people literally running for their lives at that moment like people in Ukraine are.
