Star Fleet wasn't actually that big. In TOS when the Enteprise goes back in time and the Earth pilot compliments Kirk on the Enterprise, he states that there were only a dozen like her.


At the Battle of 359, the Federation could only gather about 39 ships.


In the Dominion War When the Dominion disable the minefield, they indicated that the Dominion fleet was about 1200 ships and the Federation fleet was half that.


I think I also read somewhere that most of the Federation ships were really frigate size to Destroyer size and those numbered in the thousands. But they only had a few dozen of the true cruiser to dreadnought size vessels.
