Obvious suggestion here is to borrow a truck with a 5th wheel hitch but the area we are putting the trailer is in a flood plain and I may need to move it quickly and can't rely on borrowing a vehicle.

Yeah there are fifth wheel hitches that basically just seat into your gooseneck ball hole, the rails aren't attached to your bed and come out with the hitch
