It is the playoff situation that matters most. It doesn't make sense to allow any team to ice an $81.5mm roster.
For the regular season, while I think Vegas is playing within the existing rules (and hopefully the NHL is monitoring the medical conditions of all LTIR players), what I don't understand is how the rules can be so loose if not cap compliant. Lose cash and draft picks, but they can still ice a $90mm roster? Boo hoo. I can't see a forced trade to shed cap.
