From my own experience the police will only charge if there’s a compliant and that would pretty much have to come from Rock as he would be the victim and prime witness. Yes they can charge based on just the video evidence and they will charge assaulters without the victim off there’s good evidence of the assault but that’s mainly for domestic abuse situations where the victim won’t cooperate. Unless Rock goes to the cops this will most likely just be a big nothing burger to the lapd.
