Yes, but on the basis that there were already players in the lineup that were dealing with injuries, and the realistic expectation that they would not be alone moving forward.

How do you know this? We can see clearly enough that Martinez has been cleared for practices for a long time now, but without all the details there is just no way to know what his condition is currently, and whether or not he has been good to go yet.

Well, duh.
But we also know that the TD was pretty much VGK's deadline for moving him, regardless of the timetables for returning players from LTIR. They made the move when they did in the anticipation that players would be ready AT SOME POINT before the end of the regular season. This is not "gaming the system," nor nefariously taking advantage of ambiguities or loopholes. This is just the sensible thing to do, and unfortunately for Vegas (and only Vegas) the cap-crunch they created for themselves through the Eichel acquisition is blowing up in their hands.
The bottom line here is that it was foolish for them to attempt to work Eichel in around injuries to other players, and this is now destroying g their season. The fact that this is happening actually shows that the system does work to an extent. Yes, there are some changes that need to be made, but by and large no one is getting away with anything.
