So why can a player with thepuck stop, and reverse momentum into the player coming towards them? Don't get me wrong, it happens a lot, and also two players racing for an open puck often engage prior to getting to it, and penalties don't seem to get called. But technically speaking, is it actually allowed, checking a player who doesn't have and never had the puck?

Is it any different than a player hitting someone who is trying to check them from the front? Player is engaging the player with the puck.
Also, nowhere near slewfooting from PK, that is much worse.
