There is no dispute that he has a NTC. There doesn't appear to be any dispute that he submitted his list of 10 teams prior to the July 1st 2021 deadline - or his NTC would have been void. There doesn't seem to be any dispute that Anaheim is on that list of 10 teams that he did submit.
So the real question appears to be "did Ottawa tell Vegas (and/or the NHL office) that he had a 10 team NTC, and which teams were on that 10 team list".
I haven't seen any actual evidence other than "someone said Vegas was mislead on the trade call last July". Vegas has had 8-ish months to confirm what the status of that NTC was, either with the player or his agent, and they absolutely should have if they were entertaining the idea of trading the player to gain cap space, and they absolutely should have had it crystal clear prior to trade deadline day, and super duper should have before the 11th hour on trade deadline day.
Was Ottawa a used car salesman last July? Maybe. Buyer beware and all that. Stupid of them if they knowingly misled Vegas, especially since Vegas wasn't on the list and there are only so many other people you can trade with. Ask Kevin Lowe what it's like to make deals when everyone else in the league knows you are a jackass that will go back on a deal when you decide to try and recoup signing bonuses from the player. Makes zero sense for Ottawa to say "ya he's got a 10 team NTC, we got the list, it doesn't impact this transaction at all since Vegas isn't on the list... but let's lie about it because... reasons...".
Was Vegas derelict in their obligations to have their poop in a group prior to attempting to execute on a trade that is apparently critical for them to get cap compliant? I wonder...
