I don't think it's a stretch. Talking to relatives in Hong Kong, a lot of people took a wait and see approach to the vaccine. They had a choice of any vaccine they wanted and still didn't get it because the relatively low cases gave everyone a false sense of security. Sure - but you've got mixed results. South Korea is well vaccinated, New Zealand is well vaccinated. There is obviously a way to get people vaccinated after having very low Covid cases.
