I don't think it's a stretch. Talking to relatives in Hong Kong, a lot of people took a wait and see approach to the vaccine. They had a choice of any vaccine they wanted and still didn't get it because the relatively low cases gave everyone a false sense of security. Now everyone is scrambling to get vaccinated but it's already too late for many of the senior citizens.
