Before this week I would have agreed. But you're ignoring the TOR factor...his chances just quadrupled.
It is an interesting discussion with this crop of D who dominated the 2010s.

Each of the above have a Norris and Cup(s) (Chara being the only guy with just one Cup, but of course now he's the all time leader in gp among D). All 4 seem like shoo-ins, but the next tier is interesting:
Karlsson** (Norris*2)
Subban* (and OG in 2014, but only played 1 game)
Burns*
Giordano*
Josi*
Letang (SCx3)
Pietrangelo (1, OG)
Carlson (1)
Seabrook (3, OG)
Weber (OGx2)
Suter
Vlasic (OG)
Of course all 11 of these guys are better than Kevin Lowe, but I'm not sure any make the Hall. The list of Norris winners outside the hall seems certain to include Subban, and likely Gio/Josi barring late career heroics. Karlsson and Burns might have interesting cases.
Most of the Canadians (and some of the others) above have some combination of U20s and World Cups and World Championships.
Weber is an interesting case as he might be the best player of those 11, and has won pretty much everything possible except the Stanley Cup: WHL x2, Memorial Cup, World Championship x2, World Cup.
I'm not sure I'd induct anyone other than the first 4 I listed, but Weber, then Burns/Karlsson would be my next level. Of course Josi/Pietrangelo/Carlson are the youngest of the bunch and could collect some more hardware.
