That's what I'm thinking. Like come the #### on. Buy a ready-made pavilion thing from Costco and I need a BUILDING permit??? Mine would be a good 20 feet away from my house, but it would be greater than 10m2

I used Zone Garage, but I did polyaspartic (not an epoxy) coating with flakes. It's like, 10x the price of epoxy. But indestructible and looks waaaaay nicer. My only qualm is I wish it was grippier. It's a tiny bit slippery when wet.
