I read some speculation in the NY Times that suggested China is actually a little angry at Russia because while they knew there would be military action in Ukraine, they were lied to about the magnitude and scope of the operation. They could be trying to support Russia when it comes to optics, but internally they are pretty irritated by the situation and being mislead.
I think the West needs to be careful how they handle this if there is indeed some current resistance within China's government regarding Putin's actions. They don't want to chase China away if there is a chance to cooperate on this.
I read that Western leaders are "warning" China about repercussions for undermining the sanctions, but I doubt they respond well to that kind of approach. The CCP is pretty insecure about how they look so open threats are probably not going to be productive.
