The Athletic disagrees with you as coincidentally they just released an article today grading the 2019 draft where the Raiders graded 1st.

I'll take 28 TD's and a top 10 RB on my team any day for a bottom ten 1st round pick and like I said before he's accomplished this behind a terrible run blocking offensive line as Henry would see a massive decline in stats running behind that line.
