It is really difficult to explain, especially in a format like this. The (very) short answer is that the cap is calculated daily. And each day that you are under, you 'bank' space. And when you acquire a new player during the season, you only have to pay for the remaining days.
So in really simple terms, if you had $1M of cap space at the beginning of the year, and then waited until the season was half over, you could acquire a player with a 42M ca hit.
If you waited until the 3/4 mark of the season, you could acquire a player with a $4M cap hit. So the fewer days there are left in the season, the bigger the player cap hit is that you could acquire.
That is why teams wait until the deadline to acquire player - they can get more bang for their buck.
