As mentioned, 5M Rubles is (currently) just under $50K USD. If 1,000 soldiers way down their weapons, that would only cost Ukraine $5 million. That amount is substantially less than the costs they are incurring to infrastructure, their economy, and actual human lives.
If 10,000 Russians were to lay down their guns, that would still only cost Ukraine $50M and would go down as, not only money well spent, but one of the greatest war victories in human history.

As things stand right now, Ukraine has no issue with access to money. Between the EU, UK, US, NATO countries helping out & their adjoining neighbors, there is enough money to go around, which is what makes this a good idea.
The problem is access to direct aid, supplies, food, weapons, etc. Money can't buy that right now in many areas.
