Again, Putin considers Ukraine to be part of Russia.
Bombing the #### out of Ukrainian citizens is equivalent to bombing Russians. And let's be clear - he is not above that. But it is not going to be Plan A. He will do it out of desperation, but Plan A will be to 'liberate' Ukraine.
