No matter what he did he's a villain.
Three weeks is a long time to hold off before taking meaningful measures. They're lucky they were even allowed to occupy and disrupt that area for that long. In another city they may have cracked down sooner. No matter the timing, they'll say he cranked it up to 11 impulsively. Why take half measures when you can do the one thing that will get the job done. These people weren't listening to anything less.
