The CFL should just admit their salary cap is more of a gentlemen's agreement and not a real cap. Argos every year make a new team from free agency and it's a joke.

I think you might be confusing a hard cap and a luxury tax system with a soft cap.

CFL has never had a hard cap. As long as it’s been in place it has been the latter. There are “penalties” for going over but it isn’t like the nhl where being cap compliant is a necessity to ice a team.

CFL is much closer to baseball cap than it is to the nhl.
