I think the Flames scouting is definitely doing it's job. However even a blind squirrel finds a nut once is a while. Edmonton's record of futility points to their development system or complete lack thereof. If a prospect shows even a glimmer of skill he is thrust onto the big team to sink or swim and if he was drafted out of the first 2 rounds he is an after thought. Explains why the average age of their farm team is so high.
