If this ends up being true, is anyone really surprised? Being allowed to participate as "ROC" and still getting to use the flag colors on their clothing is basically a slap on the wrist in the grand scheme of things. If they actually handed down some serious punishments then you'd think there'd be less incentive to cheat.
