I think that's your reading of it, which is more logical than what we actually got.
The intent was clearly to show that Poe was an arrogant man who didn't want to listen to his commanders, especially the female ones.
The writing was just lousy, which is why your interpretation makes sense, even though it was unintended. I mean, seriously, how long is Poe supposed to sit back and watch while ship after ship, full of people, get obliterated. The commander isn't telling anyone her plan...because? Is she worried that her subcommanders, who are all extremely experienced and battle worn vets, are going to spill the beans to Hux? She's literally killing off people like Akhbar and Leia and expects everyone else just to fly straight and wait their turn. Why don't all the other ships just go in different directions?
Even ignoring all the pre-established rules of the SW universe surrounding space flight, it makes not sense.
