It isn't a plan at all. It was pure luck. Their total lack of any rational plan to go along with it has caused them to waste the opportunity that the lottery gave them.

Virtually every team has top-2 picks from time to time. Only two teams have never picked in the top 3: the Flames and Vegas. You can't prove anything by that, because it applies to losers just as much as to winners.
