I think it might have something to do with the fact that the guy or girl hit the dog and then left, didn't stop to help or anything. It's pretty cold to hit the dog and leave it to suffer.
I have had a dog get hit by a car as well, she survived and the guy that hit her stopped, was crying, offering as much help as he could. He came by for several weeks to see how she was healing after surgery.
