It's not that the owners are necessarily explicitly racist (except Cal McNair), but that there's systemic discrimination as a result of the OBC in the NFL. There was a dude on either ESPN or NFL Network that was a big math nerd and he stated that random chance would generate far more black coaches in the NFL than we've seen.
I'm definitely not doing a good job of explaining it, so I'll try to dig up the video.
