Both parties agreed that it wasn't going to work out as Harbaugh wants too much money and control. It's why the Raiders passed on him after initial interest.
That's one of Flores' points. Even the coordinator positions usually go to white coaches. If the black coaches aren't given a chance at coordinator and QB jobs then you won't really see them rise up as candidates.
