They're 2 different questions. One was asking about which teams are on a player's no-trade list, the other is asking which team(s) the agent would recommend their players avoid.
I would suspect that an agent with a large number of players is never going to make any team off-limits for all their players. On the other hand, an agent with a large number of players is going to have many with NTCs, which is a different decision.
An agent might have half a dozen players with Winnipeg on their NT lists, but another one of that agent's players might be going into free agency and be a perfect fit for what the Jets are looking for.
