Oh, everyone has heard about Wenner being a little dictator there and I am sure money was a big factor; likely, one of the biggest factors. But; it is a well-known fact, Wenner initially was somewhat opposed to include even pop-rock inductees. He strongly disliked and was opposed to include punk rockers (eventually yielding to other Rolling Stone writers voting for them). And he was vehemently against including any country music and rap. The latter got him accused of elitism (and even racism) by critics and social media, so eventually he just caved. Now they induct rock, blues, soul, R&B and rap with some country-music (Dolly Parton????) and even light pop seeping in, essentially making it another like of Grammy, MTV or AMA award show instead of what it was intended to be - a celebration and recognition of significant lifetime achievements in rock and roll music.
