The same could be said about GWB in the U.S. He is only partly conservative (mostly in the social sense). His foreign policy is anything but "conservative" in the classical sense.
That's the thing about neo-conservatism. It has actually adopted a lot of aspects from pre-1960s liberalism. It's funny how a lot of Conservatives haven't realized that.
