I suspect if you went into the numbers in detail, the Flames aren't doing too badly at scoring on high-danger shots, but they've taken a lot of low-percentage shots that drag down their average. Which is still good, as some of those shots are also going in. The scoreboard does not care how the goal was scored.

It's a great example of how people can lose the plot when digging into stats.
Oh, look - their shooting percentage is low, they have no finish.
Um yeah, their shooting percentage is low, but they generate a lot of shots, and as a result, a lot of goals.
So no, they don't lack finish. Results are what matters.
