In fact, you're likely to have a lower shooting percentage if you take a lot of shots, because it means you're not waiting around for the perfect shot.

I suspect if you went into the numbers in detail, the Flames aren't doing too badly at scoring on high-danger shots, but they've taken a lot of low-percentage shots that drag down their average. Which is still good, as some of those shots are also going in. The scoreboard does not care how the goal was scored.
