I think there are a few factors going into Minatel leaving.

First, he missed most of the year with a new injury after snapping his leg in 2020. Second, according to Tommy clubs can only have 3 internationals over the age of 23 this year (which is a stupid rule) and those spots are spoken for. Third, when the salary cap stays stagnant players will struggle to stick around at a club as there's only a limited number of raises that can go around and there's more movement. Fourth, Martin Nash's departure.

I don't think it's that surprising that Minatel is following Nash to York, given that he followed Nash to Calgary 3 years ago. York seems to also be in the business of snapping up players who find themselves out of contract with other CPL clubs too. That said, right now York do not have any international roster spots available so something has to change.
