Someone else will probably be able to find the exact wording, but I got a ticket for failure to stop for an amber light a few years ago. The bylaw officer’s reasoning is that I had time to stop before the light turned red, even though as I entered the intersection the light was amber. Of course, it was a January morning and the intersection was icy, so instead of hammering on the breaks I went slowly through the intersection on yellow. I ended up fighting the ticket and the demerits were taken off but I still had to pay the $150 fine.
