Toronto's was different on account of it being part of the off season, and was done in order to make room for a Marner signing. It doesn't necessarily mean it will work in Vegas case. I think they can still do something similar, but it will definitely mean:
a) Taking on the payments of the LTIR contracts they pick up (not a big deal for expiring deals as most of the contract has been paid)
b) Paying for this with picks/prospects, as these are players that are already LTIR and not negatively affecting the team giving them up, they won't help Vegas out of the kindness of their hearts.
If they take on anything that lasts longer than this year, it can also impact their cap flexibility over the off season as well.
