I mean the Raiders coach said they were thinking about the tie and waiting to see if the Chargers were gonna call a TO.

Raiders after almost blowing the game 15 times were certainly thinking about a gentleman's agreement

It likely doesn't change the outcome but by signaling to the Raiders they weren't gonna play for the tie it changed the Raiders strategy. Poor call IMO, at that Point a tie was the Chargers only real hope
