Maybe, but Harbaugh restructured his contract last year basically at the request of Michigan or he’d have been on thin ice. He loves it no doubt (with the bonuses he made for winning the Big 10 and getting to the playoff, he made that $ back (but paid those bonuses back to the school to affected staff who,lost pay because of Covid)) so he could be out of favour at any point.
He has history with Raiders, and Bears would take a swing at him too.
Thing is, he wants control of a lot of aspects. It’s why college appeals to him. But in the NFL he had his SF players running through walls for him, and Kaepernick and others owe their careers to him. York and 49ers didn’t want or like the control he wanted or had, so got Tomsula to be a rat in the room the last year, and in reward, Tomsula got the HC job.
