Steel, concrete, electrical switchgear, coatings, PVC, control devices, trucking...
The price to build anything has increased exponentially in the past 18 months, and procurement of said materials are taking 2-3x longer what they'd normally be. While disappointing, the motive for either side to wiggle out of this deal exists.
