No, people originally misunderstood the taxi squad rules. There are three conditions that make a player ineligible. At first, people were treating them as an "OR" list, but it's actually an "AND" list.
It's waiver exempt AND on the NHL roster on December 22 AND have been on the NHL roster for at least 75% of the season or have played in 16 of their team's last 20 games.

With those conditions, the Flames don't have any players who are ineligible for the taxi squad. That said, based on Sutter's comments about the taxi squad, I wouldn't expect to see someone like Pelletier or Wolf or even Valimaki called up to be on the taxi squad.
