I don't know what your threshold for wildly wealthy is, but I know at least a handful of people personally who have left California for a combination of income tax/property tax/housing costs. A two income family of tech workers making low 6 figures is pretty much broke in California and live like kings in our state (VA), and probably more so in the states mentioned. I'm not sure there is really anything negative about it either.
If someone moves their corporate headquarters or a factory along with the jobs and tax revenue that come with it, then that is likely something people might or should care about.
