My aunt had major issues getting back from Seattle to Victoria. She got her test before coming back, but the results are only valid for 24 hours and she was still on the Clipper when it expired. The dumb thing was that her actual test was about 2 hours after her appointment. CBSA was kind enough to let her back into Canada, but US border services were pretty frank with their warning. She was also asked to isolate after returning, which isn't required if you fly.
It's very strange. I wouldn't go.
